]'3'4TUESDAY, SEPTEMBER !3, 1994 <br /> Budget, thereby necessitating the hiring of four additional teaching <br /> personnel· Mr. Lamm noted the appropriation of $21,092 may not be <br /> sufficient to fund the added teaching personnel, however, the School <br /> Board chose not to request additional funding from Council at this <br /> time· Mr. Lamm stated the Board may reapp~oach Council in the Spring <br /> of 1995 if additional State ~eveDJies and savings in other areas are <br /> insufficient to fund the ~M~ded' ~C~erS. Upon motion, duly seconded <br /> and by unanimous vote, Council !acc~ted ~ appropriated the funds as <br /> requested. ~ <br /> <br />Council considered several matter~ relating to the Community <br />Development Block Grant for the Massey!Street Comprehensive Development <br />Project· The first item was adoption of a ~al Business and <br />Employment Plan. Kevin B. Reed, Director O~ ~Sing ~nd Community <br />Development, noted that Section 3 of the Housing and Urban Development <br />Act of 1968 requires that the Plan be adopted· In response to a <br />question by Councilman Crabtree, Mr. Reed noted that adoption of the <br />Plan would not affect other City projects· Upon motion, duly seconded <br />and by unanimous vote, Council adopted the following Plan: <br /> <br />The City of Martinsville, Virginia (the "City") designates as its <br />Local Business and Employment Project Area the boundaries of the <br />City of Martinsville and Henry County. <br /> <br />The City of Martinsville, its contractors, and designated third <br />parties shall, in utilizing Community Improvement Grant funds, <br />utilize businesses and lower income residents of the Project Area <br />in carrying out all activities, to the greatest extent feasible. <br /> <br />In awarding contracts for work and for procurement of materials, <br />equipment or services of the City, its contractors, and designated <br />third parties shall take the following steps to utilize businesses <br />which are located in or owned in substantial part by persons <br />residing in the Project Area are: <br /> <br />The City shall ascertain what work and procurement are likely <br />to take place through the Community Improvement Grant Funds. <br /> <br /> <br />
