TUESDAY, SEPTEMBER 13, 1994 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, September 13, 1994 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br /> <br />Teague; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its August 23, 1994 <br />meeting as circulated and amended. <br /> <br />Council considered accepting and appropriating $150,842 in grant funds <br />from the Central Piedmont Private Industry Council for the School <br />System's RETRIEVE Program. S. Harold Lamm, Superintendent of Schools, <br />and Beth Baptist, Asst. Superintendent for Pupil Personnel Services, <br />described the RETRIEVE program as an alternative education program <br />which would provide additional job training for individuals who drop <br />out of high school. Implementation of the program would require no <br />additional local funding for the School Division. Upon motion, duly <br />seconded and by unanimous vote, Council accepted the grant funding and <br />approved the supplemental appropriation. <br /> <br />Council considered accepting $61,830 received from the School Division <br />surplus property sale and appropriating it to the FY 94-95 School <br />Division Budget. Mr. Lamm noted that the School Board was requesting <br />that $40,738 be used for vocational education and that the remainder, <br />$21,092, be used towards the cost of hiring additional teachers. Mr. <br />Lamm explained that the School Division had experienced an increase of <br />63 students beyond the number provided for in the FY 94-95 School <br /> <br /> <br />
