TUESDAY, JULY 26, 1994 <br />7:00 A.M. following. Two versions of Ordinance No. 94-8 were <br />considered by the Council, both of which would make it unlawful to <br />generate noise which can be heard inside an individual's dwelling at <br />any time. However, one version kept intact the restriction of the <br />Ordinance to residential districts, while the other version made the <br />Ordinance applicable to all areas of the City. Chief of Police Terry <br />L. Roop recommended that Council adopt the version of the Ordinance <br />which would apply to all areas of the City. In response to a question <br />by Councilman Teague, Chief Roop stated that adoption of the Ordinance <br />would not affect the legality of parades conducted in accordance with <br />a permit duly issued by the City Manager. Mayor Adams expressed <br />concern that the Ordinance as proposed would be punishable as a Class <br />1 misdemeanor, which carries the potential of a one-year jail sentence, <br />however, it was noted that Judges have the latitude to impose lesser <br />penalties. Upon motion, duly seconded and by unanimous vote, Council <br />approved, on first reading, the version of the Ordinance which would <br />apply to all areas of the City. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council endorsed a <br />Resolution adopted by the Patrick Henry Development Council (the trade <br />name of the Martinsville-Henry County Economic Development Corporation) <br />initiating a comprehensive economic strategy for Martinsville and Henry <br />County. <br /> <br />Council considered approval of an amendment to the Martinsville-Henry <br />County Economic Development Corporation's Articles of Incorporation and <br />By-Laws. Mr. Reynolds noted the changes would (1) provide that the <br />Board of Directors of the EDC be expanded from 8 members (4 appointed <br />by the Henry County Board of Supervisors and 4 appointed by Council) to <br /> <br /> <br />
