110 <br /> TUESDAY, JULY 12, 1994 <br /> <br /> A regular semi-monthly meeting of the Council of the City of <br /> Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br /> held Tuesday, July 12, 1994, in the Council Chamber, City Hall, <br /> beginning at 7:30 P.M. All members of Council were present: George B. <br /> Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br /> Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its June 28 and July <br />1, 1994 meetings as circulated. <br /> <br />Recognition was given to the following citizens for service on Boards <br />and Commissions: William C. Cole, Jr., M-HC Drug Task Force Board, <br />1989-94; James M. Tobin, M-HC Drug Task Force Board, 1989-94; Ben F. <br />Gray, Planning Commission, 1974-94; Ann W. Marks, Planning Commission, <br />1986-94; Ed M. Linker, Planning Commission, 1990-94; William T. Moore, <br />Social Services Board, 1986-94; William C. Cole, III, Patrick Henry <br />Community College Board, 1988-94; Steven Z. Kovacs, Dan River Alcohol <br />Safety Action Program Policy Board, 1992-94; and Thomas L. Harned, West <br />Piedmont Planning District Commission Board, 1991-94. <br /> <br />Council considered authorizing the Mayor to execute a Regional <br />Agreement between the Counties of Henry, Patrick, Franklin, <br />Pittsylvania, and the Cities of Martinsville and Danville for regional <br />enforcement of local motor vehicle requirements. Chief of Police Terry <br />L. Roop and Commonwealth's Attorney J. Randolph Smith explained the <br />agreement would allow each jurisdiction to enact an ordinance requiring <br />the owner or operator of any motor vehicle , trailer or semi-trailer to <br />display a valid local license issued by any of the jurisdictions which <br /> <br /> <br />
