adopted the Financial Policies as presented and amended. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following "Objectives of City Council": (1) Citizen Involvement: <br />Council encourages citizens to participate in their government; (2) <br />Decision-Making: Council strives to make decisions based on factual <br />information and in a timely way; (3) Expenditures and Revenues: <br />Council strives to keep the cost of government as low as possible; (4) <br />Future Planning: Council strives to make Martinsville a strong and <br />healthy city; (5) Honesty: Council faces issues and problems honestly <br />and objectively; (6) Local Taxes: Council strives to minimize the tax <br />burden on our community; (7) Services: Council strives to provide <br />affordable and dependable necessary services; and (8) Quality of Life <br />in Neighborhoods: Council strives to encourage partnerships between <br />citizens, the business community and government to promote safe and <br />attractive neighborhoods. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following "Major Goals of City Council": (1) Our citizens will be <br />insured of their legal rights as prescribed by federal, state, and <br />local codes and ordinances; (2) Our environment will enhance individual <br />achievement and purposeful daily living; (3) Our citizens will be self- <br />dependent in accordance with their personal capabilities; and (4) Our <br />government will be open, accountable, efficient, courteous, sensitive, <br />equitable and honest to the community and itself. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following "Subordinate Goals of City Council": (1) Essential human <br />needs should be met within our community; (2) People and property <br /> <br /> <br />
