MONDAY, APRIL 25. 1994

A special and duly-called meeting of the Council of the City of
Martinsville, Virginia, with Mayor Allan McClain presiding, was held
Monday, April 25, 1994, in the Council Chamber, City Hall, beginning at
2:00 P.M. All members of Council were present: Allan McClain, Mayor;
George B. Adams, Jr., Vice-Mayor; M. Gene Teague; L. D. Oakes; and
Clyde L. Willjams.

After the invocation, followed by Mayor McClain's cordial welcome to
those present, Council conducted a budget work session.

First to be reviewed were items not recommended for funding for FY 94-
95 by the City Manager and contained in the Priority II section of the
Supplemental Budget. Upon motion, duly seconded and by a vote of 4
"yes" and 1 "no" (Mayor McClain), Council approved an additional 81,225
to the appropriation for Citizens Against Family Violence, making the
total appropriation for the organization $3,725.

Vice-Mayor Adams made a motion to approve an appropriation in the
amount of $2,000 for CONTACT of Martinsville-Henry County. This motion
died for lack of a second.

Upon motion, duly seconded and by unanimous vote, Council approved an
appropriation in the amount of $1,000 for the Magistrate's Office to
fund office equipment.

In a discussion regarding the budget request for the Office on Youth,
City Manager Earl B. Reynolds, Jr. noted the Administration was working
on a plan to provide office space to this organization, which would be
worth from $3,500 to $4,000 in lieu of a cash contribution.
