WEDNESDAY, APRIL 20. 1994 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Wednesday, April 20, 1994 in the Council Chamber~ City Hall, beginning <br />at 2:00 P.M. All members of Council were present: Allan McClain, <br />Mayor; George B. Adams, Jr., Vice-Mayor; L. D. Oakes; M. Gene Teague; <br />and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council continued its review of the FY 94-95 proposed <br />budget. <br /> <br />Council completed its page-by-page review of the Refuse Fund, Housing <br />Fund, and Prison Fund. During the discussion of the Prison Fund, <br />Councilman Oakes voiced support for Council's consideration of a plan <br />to eliminate the deficit in the Fund which is not attributable to a <br />delay in reimbursement of expenditures by the State. Finance Director <br />Richard D. Fitts said a report on the deficit would be given to Council <br />prior to June 30, 1994. <br /> <br />Council then considered the budget requests of the Constitutional <br />Officers and selected agencies. <br /> <br />The proposed budget of the Joint City/County Emergency Medical Services <br />Office was reviewed. Bennie Summerlin, Director of Public Safety and <br />Operations for Henry County, was present to respond to questions from <br />Council. The proposed budget maintained a 75/25% County/City funding, <br />for a City share of $42,876 for FY 94-95, representing a. $3,479 <br />decrease from FY 93-94. <br /> <br /> <br />
