WEDNESDAY, APRIL 13, 1994 <br />In a general discussion mregarding the proposed financial policies <br />contained in the City Manager's budget proposal, it was noted the <br />statement that the Enterprise Funds should be operated as private <br />businesses was inconsistent with statements that the Water Fund and <br />Sewer Fund will generally not generate a profit. It was the general <br />consensus of Council that as guidance for the future, the Enterprise <br />Funds should be operated as private businesses, meaning they should <br />generate funds in excess of operating and capital expenditures which <br />should be used to fund other needs of the City not related to the <br />specific Enterprise Funds. <br /> <br />In a discussion regarding curb, gutter and sidewalk projects, it was <br />noted the City maintains a shared cost program whereby residents of a <br />neighborhood can enter into a partnership with the City to get these <br />types of projects constructed. Councilman Oakes requested that the <br />City Manager review and make a recommendation (during the next fiscal <br />year) on the reestablishment of a long-range infrastructure improvement <br />plan similar to the 7-year curb, gutter and sidewalk program, which has <br />been completed. <br /> <br />Council then began a page-by-page review of the budget proposal. The <br />City Manager and members of the Administration responded to numerous <br />questions from the members of Council regarding specific budget <br />details. The document was reviewed through the General Fund and it was <br />decided the page-by-page review would continue following the School <br />Division budget work session scheduled for April 19, 1994. <br /> <br />Mayor McClain then declared the meeting adjourned. <br /> <br /> Lance G.
