WEDNESDAY, APRIL 13, 1994 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Wednesday, April 13, 1994 in the Council Chamber, City Hall, ~eginning <br />at 2:00 P.M. All members of Council were present: Allan MCClain, <br />Mayor; George B. Adams, Jr., ViCe-Mayor; L. D. Oakes; M. Gene Teague; <br />and Clyde <br /> <br />After the ,~VOCatlon, followed by Mayor McClain's cordial w~l'~ome to <br />visitors ~r~se~, the Mayor announced the purpose of the Special <br />meeting waSPs [eceive the City Manager's FY 94~95 budget message and <br />to begin reVie~.~ o{ ~he City Manager's proposed budget. <br /> <br />City Manage[ [a~l ~ Reynolds, Jr. began by delivering his budget <br /> <br />message. M[. M~p4lds 4escribed the proposed budget as the seOond year <br /> ~,' <br />of a three [~ [lScal strategy centered on the theme of "L~ying the <br />.FourMlati~ ~r ~e Future", which involved stabilizing the Ge~ral Fund <br />budget, e~8Mr~ that essential capital needs would be met, and <br />beginning more ~[8ssive initiatives to address community development <br />and redevel~pM~ ~.ee~s. The General Fund budget proposal totaled <br />$25,536,658. M[. ~eynolds noted the implementation of a new, market- <br />based Pay Plan would cost $206,972 in payroll expense (an increase of <br />3.1 percent) and $54,615 in benefits during FY 94-95 across all funds. <br />No increases in tax rates or water, sewer or electric rates were <br />proposed. However, an increase in Landfill tipping fees from $16 per <br />ton to $28.30 per ton was proposed, along with an increase in the <br />residential and commercial refuse collection and disposal rates (an <br />increase of $1 per month for residential and $3.50 per dumpster empty <br />for commercial). <br /> <br /> <br />
