TUESDAY, MARCH 8, 1994 <br /> <br />amendment to the City's Fixed Asset Accounting Program which would <br />increase the value from $200 to $1,000 of items covered by the Program. <br />Director of Finance Richard D. Fitts noted that a separate equipment <br />inventory would be developed to cover items which fall under the $1,000 <br />limit. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for March 22, 1994 on a Community Improvement Grant Application <br />being developed for the Church/Moss/Barton/Massey Street Target Area. <br /> <br />The Mayor assigned Councilman Oakes and Vice-Mayor Adams to initiate <br />the City Manager's evaluation process. <br /> <br />In a matter not on the agenda, Councilman Oakes stated that he would <br />like to attend the Annual Congressional City Conference to be held in <br />Washington, D.C. from March 12-15 if sufficient monies could be <br />identified to fund the trip. Bruce Dallas, 211Massey Street, objected <br />to the City paying for this activity. Council took no action on this <br />matter, but concurred that Councilman Oakes could work with the City <br />Manager to determine if funds could be identified. <br /> <br />In accordance with the CODE OF VIRGINIA (1950, and as amended) and upon <br />motion, duly seconded and by unanimous recorded vote, Council convened <br />into Executive Session for the purpose of discussing the following <br />matters: (1) an appointment to the Southern Area Agency on Aging <br />Board, as authorized by Subsection 1; (2) a contractual matter, as <br />authorized by Subsection 7; and (3) the possible acquisition of real <br />property for public purposes, as authorized by Subsection 3; .
