TUESDAY. MARCH 8, 1994 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, March 8, 1994 in the Council Chamber, City Hall, beginning at <br /> <br />9:30 A.M. All members of Council were present: <br />George B. Adams, Jr., Vice-Mayor; L. D. Oakes; <br />Clyde L. Willjams. <br /> <br />Allan McClain, Mayor; <br /> <br /> M. Gene Teague; and <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its February 22, 1994 <br />meeting as circulated. <br /> <br />Under Business From the Floor, Mary Trimpey, a resident of Henry <br />County, expressed concern regarding the lack of staffing of the <br />Martinsville-Henry County Rescue Squad during the hours of 5:00 - 9:00 <br />A.M. City Manager Earl B. Reynolds, Jr., advised that the next item on <br />the agenda, the presentation of a Public Safety Strategic Plan, was <br />designed in part to deal with issues such as this. <br /> <br />Council heard a presentation of a Public Safety Strategic Plan for the <br />City, which was prepared by a team consisting of representatives of the <br />City Administration, Police and Fire Departments, Martinsville-Henry <br />County Rescue Squad, and others in the community. Fire Chief W. Lewis <br />Reeves outlined the Plan's seven ob3ectives, as follows: (1) implement <br />a comprehensive emergency medical training plan that will enhance the <br />skills of EMS, Fire, and Police personnel while ensuring that cross <br />training among all agencies is adequate; (2) improve the Incident <br />Command System to ensure that the appropriate level of support skills <br />and equipment is available for all emergency services incidents; (3) <br />implement programs, such as first responder, that will reduce the time <br /> <br /> <br />
