TUESDAY. FEBRUARY 22. 1994 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, February 22, 1994, in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; L. D. Oakes; M. Gene <br />Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its February 8 and <br />10, 1994 meetings as circulated. <br /> <br />Under Business From the Floor, Gloria Hylton, 402 Second Street, asked <br />if an amendment to the City's Zoning Ordinance resulting from <br />legislation being considered by the 1994 General Assembly (which would <br />amend legislation enacted by the 1993 General Assembly providing for <br />the termination of certain non-conforming zoning uses by the governing <br />body of the City) would need to be considered by the Planning <br />Commission prior to being considered by Council, to which City Attorney <br />David B. Worthy replied that it would. <br /> <br />Council conducted a public hearing on a request by Chatham Oil Company <br />and the City of Martinsville to rezone Parcels 2R, 3 and 4R, located on <br />the east side of Brookdale Road near the intersection of Spruce Street, <br />from C-1 Commercial to C-1A Commercial. Don Gibson, of Chatham Oil <br />Company, spoke in support of the rezoning. There being no other public <br />comment, Mayor McClain declared the public hearing closed. Housing and <br />Community Development Director Kevin B. Reed explained that Chatham Oil <br />had requested Parcel 4R be rezoned, but during consideration of this <br />matter by the Planning Commission, City staff recommended adjoining <br /> <br /> <br />
