Gray, Jr.) <br />objected to several aspects of the Study including cost of <br />implementation in a single budget year and the fact that the <br />recommended Scale would place teachers in a "step" system based solely <br />on years of service while other employee groups would be placed in a <br />"quintlie" system with a merit component in which steady progression in <br />pay would not be guaranteed. <br /> <br />Following the review of the two Studies, an extended discussion was <br />held regarding how to improve the FY 94-95 Budget process from the <br />standpoint of the School Budget. A general consensus was reached that <br />the two groups would work on development of a strategic plan for <br />education and that the FY 94-95 School Budget would be submitted with <br />clear priorities of the School Board listed.
