· <br /> <br />THURSDAY. FEBRUARY 10, 1994 <br /> <br />A special and duly called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan MOClain presiding, was held <br />Thursday, February 10, 1994, at the Sara Lee Knit Products Training <br />Center, beginning at 1:00 P.M. All members of Council were present: <br />Allan McClain, Mayor; George B. Adams, Jr., Vice-Mayor; L. D. Oakes; M. <br />Gene Teague; and Clyde L. Williams. <br /> <br />Also in attendance were members of the Martinsville City School Board: <br />Judith Matthews, Chairman; J. A. "Sonny" Dyches, Vice-Chairman; Bernie <br />F. Gray, Jr.; James A. Johnson, Jr.; and William A. Shackleford, Sr.. <br /> <br />The purpose of the meeting was to first review a draft report of a <br />consolidated Classification and Compensation Study for City, non- <br />teaching School System, and Social Services Department employees as <br />well as a draft report of a Study of the Teacher Pay Scale. The report <br />was prepared by Charles Hendricks, of Hendricks and Associates, who was <br />present to review the document and to answer questions from the Council <br />and School Board. The second purpose of the meeting was to conduct a <br />workshop, facilitated by R. David Blackman, to discuss issues <br />surrounding the development of the FY 1994-95 Budget. <br /> <br />Following a lengthy session of questions and answers, the following <br />consensus was reached between the Council and the School Board on the <br />two reports: the FY 94-95 Budget will be prepared based on <br />implementation of the Compensation and Classification Plan for the <br />three employee groups included in the Study provided the City and <br />~chool administrations work diligently to review lssues,surround~ng~he <br />pay ranges, attempt to achieve employee ownership or orientation of the <br />Plan, and develop during FY 94-95 a performance appraisal system to <br /> <br /> <br />
