At the conclusion of this Executive Session, Councilman Oakes disclosed that he had discussed a legal matter with the City Attorney during the Executive Session which was not among the items identified in the motion convening the Executive Session. Councilman Oakes said he had asked the City Attorney if a member of City Council could serve on the Planning Commission, to which City Attorney Worthy had advised that a member of Council cannot serve on the Planning Commission. Following the disclosure of this exception, each member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those other business matters identified in the motion convening the Executive Session were heard, discussed or considered during said Session. 19 Upon motion, duly seconded and by unanimous vote, Council appointed Councilman M. Gene Teague to the West Piedmont Planning District Board of Commissioners to a term ending June 30, 1996. Regarding item #3 discussed in Executive Session, the Mayor read a letter from Robert P. Lawler, Jr., Henry County Administrator, in which Mr. Lawler advised Council of the Board of Supervisors' interest in discussing a Joint City/County Industrial Park located at the intersection of Route 58 Bypass and State Route 650, known as the "Richardson property", provided the County's option for property purchase is exercised on or before April 18, 1994.
