Mr. Bartlett and Ms. Adams-Artis then went on to discuss the
activities and efforts made to that point in selecting a replacement system, and stated that a
sofb, vare package from the firm of Computer Center Software had proven to be the most
competitive, and was personal computer based as opposed to mainframe architecture. They went
on to note that although the City was still trying to negotiate jointly with Henry County for the
system, there was enough confidence in the product that regional meetings were also being held
simultaneously with the counties of Montgomery and Hays, who were also buying the CCS
package. Mr. Bartlett stated that a contract should be in place by January of 1999, that the
Financials and General Ledger elements of the system should be up and running 'by May of 1999
and that the full implementation of the system would be accomplished in about 12 to 18 months.
Ms. Adams-Artis noted that about ninety per cent of all terminals in the City had already been
replaced with personal computers, and that the total estimated cost for the system replacement
would be about $350,000. Council Member Haskell then asked Mr. Bartlett if
he could determine administrative costs associated with the car tax rebate, and he indicated that he
would attempt to calculate this for her and provide this information at a later date. Mr. Reynolds
thanked Mr. Bartlett and Ms. Adams-Artis for their efforts to achieve a successful computer
system change over.

Assistant City Manager Dewey P.
