City of Martinsville, Virginia <br /> Planning Retreat <br />Thursday & Friday December 3~d, 4th, 1998 <br /> Patrick Henry Community College <br /> <br />The 1998 planning retreat of the City Council of MartinsviHe was <br />preceded by personal interviews, conducted by R. David Blackman & <br />Associates, with four members of the Councfi and the City Manager. The <br />objective of these interviews was to identify issues for consideration during <br />the planning event. It was suggested that members of the City management <br />team join Councfi on the first day of the retreat and share in the development <br />of plans for the coming year. This marked the first time that Council and <br />staff held a joint planning event. A previous joint meeting was held early in <br />98 around budget and budget formats. <br /> <br />It was the desire of the Mayor that this year's event begin with a evaluation <br />of each of Council's current goals, with the understanding that both Council <br />and staff should confirm that the goals remain relevant and that each of the <br />current Council objectives be rewritten, eliminated or confumed. <br /> <br />Interviews identified the following for consideration during the planning <br />retreat: <br /> <br />Councfi priorities for resources allocation <br />Clearview Business Park issues <br />Land Management responsibilities <br />Contingency plans for community downturns <br />Housing stock <br />Community awareness of City success <br />Rental housing codes <br />Personnel matters <br />School Board planning agenda issues <br /> <br />It was agreed that if these matters did not surface during the planning <br />sessions they would be considered separately during the Friday session. <br /> <br />The event began with a summary of previous Council sessions and a <br />discussion of how the strategic-plsnning process had worked for the Council <br />and staff. Both Council and staff agreed: <br /> <br />· The process has been valuable, both in establishing focus and <br /> evaluating the effectiveness and work of Councfi and City <br /> Departments. <br /> <br />· The pl3nning process has changed the way staff conduct their work <br /> and their planning and has focused department direction. <br /> <br /> <br />
