IV. <br /> <br />Consider approval, on first reading, of Ordinance No. 99-2 amending Chapter <br />12--Motor Vehicles and Traffic, Article IV--Stopping, Standing and Parking, <br />Section 12-98--Unauthorized use of parking space reserved for handicapped and <br />Section 12-103--Parking citation penalties of the City Code related to handicap <br />parking violations. (See Enclosure #2) <br /> <br />COMMENTS: These amendments are a result of changes in the State Code. <br />The change in Section 12-103 increases the penalty from $25.00 to $100.00 to <br />conform to State Code. We recommend that Council approve this Ordinance on <br />first reading. <br /> <br />Consider adoption of a Resolution authorizing the City Manager to execute an <br />Agreement for use of the W. W. Moore, Jr. Detention Facility upon occupancy of <br />its expanded facility. (See Enclosure #3) <br /> <br />COMMENTS: As you will note from the enclosure, Robert Foster, Juvenile <br />Court Service Unit Director, will attend your meeting. We recommend that <br />Council adopt the Resolution authorizing the City Manager to execute the <br />Agreement. <br /> <br />VI. CONSENT AGENDA: <br /> <br />Set a public hearing on a request by the Planning Commission to amend <br />Section II--Definitions and Section XI--District Regulations-Professional <br />District, Paragraph J--Permitted Uses- RP- 1 Residential-Professional <br />District, Sub-paragraph 4--Life Care Facility, of the City's Zoning <br />Ordinance. (See Enclosure <br /> <br />COMMENTS: The Planning Commission is recommending this amend- <br />ment because they have received requests from developers, health care <br />providers, etc., for zoning information regarding assisted living facilities. <br />Currently, our Zoning Ordinance does not provide for this type use other than <br />through the Special Use Permit procedure. We recommend that Council set a <br />public heating for its January 26, 1999, meeting. <br /> <br />Set a public hearing regarding a 1999 Community Development Block Grant <br />program for the purpose of citizen comment on priority projects throughout <br />the entire City. <br /> <br />COMMENTS: This is one of two public hearings required for application <br />through the CDBG program. This is to receive input from citizens to deter- <br />mine the need for rehab projects in the City and prioritizing them. There will <br />be another public heating when the specific project is identified. We recom- <br />mend that Council set a public hearing for its January 26, 1999, meeting. <br /> <br /> <br />
