].84 <br /> <br />TUESDAY, AUGUST 22, 1995 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was <br />held Tuesday, August 22, 1995 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A Crabtree; M. Gene <br />Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its August 3 and 8, <br />1995 meetings as circulated. <br /> <br />Council considered approval, on first reading, of Ordinance No. 95-8 <br />amending Article V--Water Service, Section 5.1--Separate Services <br />Required, of the City's Water and Sewer Services Terms and Conditions. <br />City Manager Earl B. Reynolds, Jr. and Community Development <br />Coordinator Tom Harned noted the proposed amendment would allow for <br />older buildings to be remodeled into smaller units. Water Resources <br />Director John Dyches said the current Water and Sewer Services Terms <br />and Conditions require that each commercial establishment have a <br />separately metered water service. However, the cost of complying with <br />this requirement in converting a building with a single service to one <br />with multiple services can be considerable. Mr. Dyches and Mr. Harned <br />said the former Mann's building on Memorial Boulevard had been <br />partitioned into five separate units, however, in order to comply with <br />the requirement for separate water services, four additional meters <br />would have to be provided, additional lines would have to be installed <br />across the parking lot, and the entire interior plumbing would have to <br />be redone. Mr. Dyches stated the current Terms and Conditions allows <br />for a single water service for shopping centers of 300,000 square feet <br /> <br /> <br />
