THURSDAY, AUGUST 3, 1995

forward regarding the High School gymnasium pro3ect would be developed

during Council's Retreat.

Upon motion, duly seconded and by unanimous vote, Council voted to
waive its normal, per-meeting pay for this work session.

The next item discussed was the Community Development Block Grant
Massey Street Project. Ken Poore and Peggy Morrison, of K.W. Poore &
Associates, were present to review the present status of the project
and to respond to questions from the members of Council. Of particular
note was the possible role of the Council acting as the Martinsville
Housing and Redevelopment Authority in the acquisition of properties
for redevelopment of the area. After much discussion, it was the
consensus of Council that the issue of setting a public hearing on the
Redevelopment Plan would be placed on the August 22, 1995 agenda.
Council also consented to Mr. Reynolds' request that appraisals be
performed on property which may be acquired in the redevelopment
process.

The final item on the agenda was a discussion with R. David Blackman,
of Blackman & Associates, to establish an agenda for Council's Retreat.
Each member of Council provided Mr. Blackman with issues, which he
stated would be developed into Retreat objectives. Council also
decided to conduct a tour of the City beginning at 8:30 A.M. on August
24.

There being no other business to come before the Council, Mayor Adams

declared the meeting adjourned. ~.~~ ~
Lance G. Heater, Clerk of Council
