166.

TUESDAY, JULY 25, 1995

A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Tuesday, July 25, 1995 in the Council Chamber, City Hall,
beginning at 7:30 P.M. The following members of Council were present:
George B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree;
and M. Gene Teague. Absent was Clyde L. Williams, who was away from
the City.

After the invocation, followed by Mayor Adams' cordial welcome to
visitors present, Council approved the minutes of its July ll, 1995
meeting as circulated.

Under Business from the Floor, J. B. Travis, 401 Fifth Street,
expressed appreciation to the Public Works Department for removal of
large debris from the street in the West Side of the City.

Council considered a request by the City to rezone Lots25 and 26 at
1055 Brookdale Street, from R-9 Residential to C-1A Commercial. Wayne
Knox, Planning, Zoning & Housing Manager, explained the C-1A rezoning
would permit a greater variety of commercial development for the
property, which would be in keeping with the present character of the
area. Mr. Knox stated no response had been received from surrounding
property owners regarding the rezoning. Mr. Knox also stated that "in
order to assure compliance with Virginia Code Section 15.1-491(g), it
is stated that the public purposes for which these Resolutions are
initiated are to fulfill the requirements of public necessity,
convenience, general welfare, and good zoning practice". Mayor Adams
declared the public hearing open. There being no comment from persons
present, Mayor Adams declared the public hearing closed. Upon motion,
