TUESDAY. MAY 23. 199~ <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, May 23, 1995 in the Council Chamber, City Hall, beginning <br />at 7:30 P.M. The following members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree; M. Gene Teague; and Clyde L. <br />Willjams. Absent was Vice-Mayor L. D. Oakes,'·who was away from the <br />City. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its May 9, 1995 <br />meeting as circulated. <br /> <br />Under Business From the Floor, the following individuals spoke: (1) <br />Sheriff Steve Draper requested that Council add funding for a <br />Classification Officer position to his FY 95-96 Budget; in response to <br />a question from Mayor Adams, Sheriff Draper stated the cost of salary <br />without fringe benefits for this position would be $31,913; Council <br />took no action on this request under Business From the Floor, but did <br />so in a later item on the agenda related to adoption of the FY 95-96 <br />Budget; (2) Pierre Dionne, President of Aegis Manufacturing, requested <br />that City Council adopt a resolution declaring the area affected by the <br />recent fire at the old American Furniture complex a disaster area in <br />order to assist the businesses located in the area to obtain low- <br />interest loans from the Small Business Administration (SBA); City <br />Attorney David B. Worthy advised that, although the City is not the <br />party to make such a declaration, the Governor could certify to the SBA <br />that a disaster has occurred. Upon motion, duly seconded and by <br />unanimous vote, Council adopted the following Resolution: <br /> <br />WHEREAS, a disaster struck the City of Martinsville on April 25, 1995, <br /> <br /> <br />
