TUESDAY, APRIL 11, 1995
artended on April 10; (3) Councilman Crabtree commended the Police
Department on the recent undercover drug operation; (4) Vice-Mayor
Oakes stated he had received positive comments regarding the Police
Department's Citizens' Police Academy; Vice-Mayor Oakes' comments were
supported by Gloria Hylton, who is attending the Academy; and (5) Mayor
Adams reviewed the strategic ob3ectives resulting from the Urban
Partnership meeting he artended the prior week.

Council considered asking the Planning Commission for a recommendation
on a request by the City Council tO rezone City-owned property located
at 1055 Brookdale Road from R-9 Residential to C-1A Commercial. Mayor
Adams reviewed the history of this property, which was purchased in
1971 as a possible location for a third fire station. However, since
the City has been prevented from annexation, that. location is not
optimal for locating a possible third fire station. Therefore, a
better use for the property may be as a commercial enterprise. Upon
motion, duly seconded and by unanimous vote, Council referred this
matter to the Planning Commission for recommendation.

In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950,
and as amended) and upon motion, duly seconded and by unanimous
recorded vote, Council convened into Executive Session for the purpose
of discussing the following matters: (1) the possible disposition of
City-owned property, as authorized by Subsection 3; (2) a personnel
matter under the jurisdiction of Council, as authorized by Subsection
1; and (3) a personnel matter under the jurisdiction of Council, as
authorized by Subsection 1. At the conclusion of this Executive
Session, each member of Council certified that (1) only public business
matters exempt from open meeting requirements were discussed in said
