0

TUESDAY, APRIL 11, 1995

A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Tuesday, April 11, 1995 beginning at 5:30 P.M. at the Henry County
Administration Building. All members of Council were present: George
B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M.
Gene Teague; and Clyde L. Willjams.

The meeting began as a joint meeting with the Henry County Board of
Supervisors in order to receive the budget request for the
Martinsville-Henry County Action Council and Educational Systems
Optimization Task Force for FY 1994-95 and FY 1995-96. All members of
the Board of Supervisors were present: Francis Zehr, Chairman; Paula
Burnette, Vice-Chairman; Jack Dalton; Sandra Hodges; Sammy Pilson; and
Simon Spencer.

Earl Doddrill, Chairman of the Educational Systems Optimization Task
Force, reviewed the purpose of the Task Force and the specific
expenditure items being requested for both fiscal years. The total
budget request for the Task Force is $48,200, with $14,460 being needed
for FY 94-95 and $33,740 for FY 95-96. Of the total, the City would be
responsible for 40%, or $19,280. In response to questions from the
members of Council, it was noted that the Task Force would be seeking
out communities which have been successful in order to attempt to learn
from them. It was also noted that the Task Force has a goal of
completing their work by January, 1996 and that DuPont would be funding
20% of the costs of the Task Force through the donation of facilitator
Bob Humkey's time. The members of Council and the Board of Supervisors
expressed appreciation to Mr. Doddrill for his work on behalf of the
community.
