Dr. Lacy briefly reviewed the draft <br />document and asked those present to review it and provide him with <br />their comments. <br /> <br />The next issue discussed was funding for the Martinsville-Henry County <br />Action Council and Educational Systems Optimization Task Force. The <br />Board of Supervisors approved a funding formula for the groups which <br />would provide that 60% of the budget be funded by the County and 40% be <br />funded bythe City. Upon motion, duly seconded and by unanimous vote, <br />Council also approved this funding formula. No formal request for <br />funding for the two groups had been developed for the period from April <br />1, 1995 through the end of the groups' work, although a figure of <br />$58,000 had been estimated for the groups' work through June 30, 1995. <br />The Board of Supervisors voted to approve funding of 60% of $58,000 <br />($34,800) through June 30, 1995. Upon motion, duly seconded and by <br />unanimous vote, Council voted to approve City funding for the groups <br />for the month of April not to exceed $10,000. It was decided that Mr. <br />Lawler and Mr. Reynolds would work to establish a joint meeting of the <br />Board and Council for the purpose of formally hearing the budget <br />requests of the Action Council and Educational Systems Optimization <br />Task Force. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council (together with the Board of Supervisors) <br />convened into Executive Session for the purpose of consultation with <br />legal counsels as authorized by Subsection 7.
