WEDNESDAY, MARCH 29, 1995 <br />County's needs could be met for the next several years. After much <br />discussion, it was agreed that the City would pursue a City-only option <br />as a short-term (5-10 years) solution to its over-crowding problem. <br />The City and County will continue to discuss a regional jail as a long- <br />term solution to the community's correctional needs. <br /> <br />The next item to be discussed was long-term uses for the present Henry <br />County Courthouse, located in Uptown Martinsville. Mr. Lawler reviewed <br />two recommendations regarding this issue as follows: (a) a period of <br />time should be allowed for public comment before any final decisions <br />are made; since this matter is of interest to all citizens in this <br />area, it is recommended that comments be solicited from both county and <br />city citizens; and (b) the original courthouse is a landmark building <br />in this area and it is recommended that every reasonable effort be made <br />to preserve this building; since citizens of both the city and county <br />will benefit from the preservation of the courthouse, a joint city- <br />county commission should be established to consider possible uses, to <br />determine the necessary renovations and to oversee operation of the <br />building. It was noted that the new Henry County Courthouse is <br />scheduled to be completed in November, 1996, therefore, sufficient time <br />exists to properly study the issues surrounding the old Courthouse. <br />After discussion between members of the Board and Council, as well as <br />with Dr. Lacy, it was decided that this issue would be placed on the <br />agenda for the next meeting of the Board and Council to develop a <br />schedule for establishment of a commission and for receiving input from <br />the public. <br /> <br />Dr. Lacy distributed a draft of a joint Martinsville-Henry County <br />strategic plan, which was developed after receiving comments from the <br /> <br /> <br />
