Councilman Wiiliams assumed Chairmanship of the meeting at <br />that point. <br /> <br />A review of a Fleet Management Study Report of the City and School <br />Division was conducted by consultant Tony Hooper, of Hooper & <br />Associates. Mr. Hooper stated that the study was conducted in the Fall <br />of 1994, with the following activities being done: (1) an interview of <br />employees involved in vehicle maintenance; (2) a review of maintenance <br />records; (3) a review of the vehicle maintenance facilities; and (4) a <br />review of maintenance record systems. The study also involved a group <br />visit to vehicle maintenance operations in the cities of Danville and <br />Roanoke. <br /> <br />Mr. Hooper reviewed the significant aspects of the current City and <br />School Division vehicle maintenance programs. Mr. Hooper found the <br />current City facility adequate, personnel levels to be adequate, the <br />equipment replacement schedule to be good, vehicle maintenance records, <br />although presently maintained manually, to be in good condition, and <br />the level of service tolbe good. Mr. Hooper stated that 75% of the <br />costs of the vehicle maintenance program are charged out to individual <br />departments, with the remainder of expenses being contained in the <br />budget of the Central Garage. <br /> <br />Mr. Hooper found that the School Division has been operating on a <br />"tight margin".
