THURSDAY, FEBRUARY 2, 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was <br />held Thursday, February 2, 1995, in the Council Chamber, City Hall, <br />beginning at 11:00 A.M. The following members of Council were present: <br />George B. Adams, Jr., Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Williams. Absent was Vice-Mayor L. D. Oakes, who was away <br />from the City. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council voted to <br />waive its normal per meeting pay for this work session. <br /> <br />A presentation was made on the City's Customer Service program. Ms. <br />Brenda Prillaman, Customer Service Representative, presented an <br />overview of the program and introduced Chief of Police Terry L. Roop to <br />review the establishment of a Citizens' Police Academy by the <br />Department. <br /> <br />Chief Roop stated that on March 2, the Department will conduct the <br />first of 12 weekly classes at the Police Academy. Chief Roop said the <br />goal of the program is to increase understanding between citizens and <br />police officers. The first Citizens' Academy was held in 1984 in <br />Orlando, Florida. Since that time, the Academy concept has spread to <br />other cities. Chief Roop stated the plan is to conduct two Academies <br />each year. Most sessions will be conducted by police officers. <br /> <br />Ms. Prillaman reviewed a citizen survey which had been developed in <br />order to provide input on the City's services. The survey is to be <br />included in the March, 1995 edition of the City Newsletter and the <br />results should be compiled in April. Council, through unanimous <br /> <br /> <br />
