44 <br /> <br />WEDNESDAY, JANUARY 18, 1995 <br /> <br />suggested that the members of the two governing bodies consider the <br />draft and submit any comments to the City Manager or County <br />Administrator. <br /> <br />Dr. Lacy then discussed the results of the survey he had given to the <br />Board and Council during the December 7, 1994 meeting. In ranking <br />priorities for possible agenda items at future meetings, the top five <br />items listed were, in order, Education, Social Services, the Museum, <br />Jails, and Downtown. In ranking areas which the two groups considered <br />as having the highest potential for merging, the top five were Social <br />Services, the Museum, Education, Building and Space, and Regional Jail. <br />In ranking the factors influencing the level of cooperation between the <br />two groups, the top six factors were long-term community good, levels <br />of trust between county and city staff, levels of trust between <br />county/city elected officials, public opinion, financial savings, and <br />regular meetings of the Board and Council. In listing items evaluating <br />the current effectiveness of the relationship between the Board and <br />Council, the following items were cited as needing work, in priority <br />order: public opinion, a formal Board/Council liaison committee, <br />levels of trust between county and city elected officials, the media, <br />levels of trust between city and county staff, and financial savings. <br />In ranking issues for future study, ".undertaking more 3oint projects" <br />was ranked as having the highest priority and "leaving things as they <br />are" was given the lowest priority. <br /> <br />Dr. Lacy reviewed and summarized the options in Virginia for possible <br />structures and forms of city/county relationships, including the <br />following: (1) no change in the current situation;(2) contracting out <br />with private or public sectors to perform services; (3) joint services <br /> <br /> <br />
