WEDNESDAY, JANUARY 18, 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was <br />held Wednesday, January 18, 1995 at the Walker Fine Arts Building, <br />Patrick Henry Community College, beginning at 5:30 P.M. All members of <br />Council were present: George B. Adams, Jr., Mayor; L. D. Oakes, Vice- <br />Mayor; Mark A. Crabtree; M. Gene Teague; and Clyde L. Willjams. <br /> <br />Also present were members of the Henry County Board of Supervisors: <br />Francis Zehr, Chairman; Paula Burnette, Vice-Chairman; Jack Dalton; <br />Sandra Hodges; Sammy Pilson; and Simon Spencer. <br /> <br />The purpose of the joint meeting of the Council and the Board of <br />Supervisors was to conduct a follow-up session to the joint meeting <br />held December 7, 1994. <br /> <br /> The meeting began with a review of the joint City/County Strategic <br /> Plan, which was drafted by Dr. Don Lacy, of Virginia Tech. Dr. Lacy's <br /> draft included a strategic vision for the community as well as the <br /> following "Goals to Guide Inter-Local Cooperation": (1) to expand and <br /> diversify the employment base; (2) to provide a quality system of <br /> education that is continuously improving as it meets the changing needs <br /> of the workplace; (3) to provide an effective and responsive public <br /> <br />safety system with excellent law enforcement, fire and rescue programs; <br /> (4) to maintain an effective system of local government that is <br /> accessible to and responsive to all citizens; (5) to maintain and <br /> improve the quality of life for all residents (leisure, culture, land <br /> use, recreation, environment); and (6) to strengthen cooperation <br /> between and among all local officials to provide more efficient, <br /> effective, economical and equitable services and programs.
