THURSDAY, JANUARY 12, 1995 <br /> <br />(2) a review of the State Board of Correction standards for local <br />correctional facilities; (3) a review of the City Jail and Prison <br />Farm's security program and capabilities, which consisted of a one day <br />walk-through and visit with local officials; and (4) interviews with <br />key personnel (including the Mayor and Vice Mayor). <br /> <br />In reviewing the Prison Farm, the following observations were made: <br />(1) the operational capacity of the facility is 48 inmates, whereas the <br />inmate count on October 21, 1994 was 47; (2) the courtyards and grounds <br />were clean; (3) perimeter security was adequate for a minimum security <br />facility; (4) staff and inmate morale appeared high; (5) housing'units <br />were not designed to facilitate supervision by staff; (6).program space <br />appeared adequate for the size of the facility; (7) space is available <br />for expansion or new construction; and (8) the facility operates within <br />capacity limits. <br /> <br />In reviewing the City Jail, the following observations were made: (1) <br />the design capacity of the facility is 18 inmates, but the operational <br />capacity is 36 inmates due to double-bunking; (2) the facility is <br />severely overcrowded; the October 21, 1994 census was 47 inmates with <br />17 inmates housed in other jurisdictions for a total of 64; (3) the <br />facility was very Clean considering the density of population; (4) the <br />kit~_~n and storage space are inadequate; (5) there is no space to <br />provide for inmate classification (separation of classes of inmates) <br /> <br />ata'minimum detainees should be separated from sentenced inmates; (6) <br />there is no space for recreation; (7) there is no space for programs, <br />such as religious programs, substance abuse, education, counseling, and <br />library; (8) security is inadequate; among problems noted were that the <br />density of ~o~ulation makes supervision very difficult, there is no <br /> <br /> <br />
