THURSDAY. JANUARY 12. 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, January 12, 1995 in the Council Chamber, City Hall, <br />beginning at 10:00 A.M. All members of Council were present: George <br />B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. <br />Gene Teague; and Clyde L. Willjams. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council voted to <br />waive its normal meeting pay for this work session. <br /> <br />City Manager Earl B. Reynolds, Jr. began the meeting by stating that <br />this was the first monthly work session which will be held as a result <br />of Council's strategic planning session. The work sessions will be <br />conducted in a less formal atmosphere and are to be scheduled the first <br />Thursday of each month. Mr. Reynolds introduced Tom Barry, who had <br />been hired as a consultant by the City to study correctional issues. <br /> <br />Mr. Barry said he had been contacted several months ago to review City <br />Jail operations and to examine problems related to overcrowding. Mr. <br />Barry made a visit in October, 1994 to review operations at the Jail <br />and Prison Farm. <br /> <br />Mr. Barry reviewed his professional qualifications, which included 28 <br />years experience in Corrections, of which 21 years were with the New <br />York City Department of Corrections. <br /> <br />The process used by Mr. Barry in making the study included the <br />following: (1) a review of the 1990 needs assessment prepared by <br />Geisler Smith Associates and Sheratz, Franklin, Crawford and Shaffner; <br /> <br /> <br />
