TUESDAY, DECEMBER 13, 1994 <br />encouraged State legislators to treat all employees fairly and to fund <br />the expenses associated with the increase. <br /> <br />17 <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted and <br />appropriated $3,986.40 from the M-HC Drug Task Force for the Police <br />Department's DARE Program at Martinsville High School. <br /> <br />Council heard reports as follows from City Sheriff Steve M. Draper: <br />(1) the Sheriff reported that during the month of November, five <br />individuals had been placed in the electronic incarceration program, <br />resulting in a positive financial impact to the Jail operations of <br />$3,700; and (2) the Sheriff reported on a medical co-payment plan for <br />the Jail in which inmates with financial resources are required to pay <br />a fee for medical treatment. The Sheriff said he believed this program <br />would decrease medical expenses in the jail by reducing frivolous <br />requests for medical treatment. <br /> <br />Council considered approving the filing of a joint application between <br />the City and County to apply for funds through the A. L. Philpott <br />Southside Economic Development Commission. Mr. Reynolds explained the <br />grant, if approved, would provide for three pro3ects: (1) funding of <br />a teleconomics/back-office program for the City; (2) assistance with <br />the construction of a proposed shell building for Henry County; and (3) <br />implementation of the Community-in-Transition report. The grant would <br />require 820,316.23 in matching funds from the City if approved.
