TUESDAY, JULY 9, 1996 <br /> <br />referred to the City Manager and City Attorney a citizen's request for <br />the establishment of a curfew for 3uveniles; (3) Charles Gilbert <br />expressed support for the construction of a bike path from Martinsville <br />High School to Patrick Henry Community College; and (4) Council Member <br />Haskell noted a Road Rally in support of Interstate 73 was to be held <br />in Martinsville August 15-16, 1996; representatives from seven states <br />through which the Interstate will run are expected to be present. <br /> <br />Prior to entering Executive Session, Council Member Haskell stated she <br />wished to remove herself from taking part in the discussion of or vote <br />on the second item scheduled to be discussed in Executive Session <br />concerning consultation with legal counsel pertaining to actual <br />litigation. The litigation involved a suit against the City by the <br />Martinsville Bulletin. Council Member Haskell, citing the Code of <br />Virginia, disqualified herself from participation due to her business <br />interests in the Martinsville Bulletin. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote (with the above-noted exception of Council Member Haskell <br />regarding Item #2), Council convened into Executive Session for the <br />purpose of discussing the following matters: (1) an appointment to the <br />Comprehensive Services Act Community Policy and Management Team, as <br />authorized by Subsection 1; and (2) consultation with legal counsel <br />pertaining to actual litigation, as authorized by Subsection 7. At the <br />conclusion of this Executive Session, each member of Council (again <br />with Council Member Haskell's exception regarding Item #2) certified <br />that (1) only public business matters exempt from open meeting <br />requirements were discussed in said.
