].58 TUESDAY. MAY 14. 1996 creation of a regional marketing entity to serve the interest of its members and enhance the effectiveness of the Commonwealth in serving the region. Council considered approval of a video magistration system between the City Municipal Building and the new Henry County Courthouse. Dewey Cashwell, Assistant City Manager, reported that due to concerns expressed during the April 23, 1996 meeting, both vendors of the system had been asked to provide additional information. After receipt of this information, Mr. Cashwell recommended a contract be awarded to Sprint/Centel for an analog direct line system, with a lump sum cost of $74,450 plus $63 per month. Angela Espinoza and Andrew Tunnell of Sprint/Centel expressed appreciation to the members of Council for providing a second opportunity to bid on the project. In response to a question from Terry Nosse, General Manager of Adelphia Cable, Ms. Espinoza stated Sprint/Centel's proposal was for a dedicated, fiber- optic line which would not pass through a switching system. City Manager Earl B. Reynolds, Jr. recommended funding for the system be provided from the Electric Fund FY 96-97 unexpended fund balance. Upon motion, duly seconded and by unanimous vote, Council approved the system and funding as recommended by the City Administration. Council agreed to meet on May 23, 1996 at 8:30 A.M. to attempt to reach consensus on a budget for FY 96-97, which could be tentatively adopted for advertising purposes during the May 28, 1996 regular meeting. Council requested that Mr. Reynolds develop a series of possible budget scenarios to be considered during the May 23rd meeting.
