MAY 14. 1996 <br /> <br />creation of a regional marketing entity to serve the interest of its <br />members and enhance the effectiveness of the Commonwealth in serving <br />the region. <br /> <br />Council considered approval of a video magistration system between the <br />City Municipal Building and the new Henry County Courthouse. Dewey <br />Cashwell, Assistant City Manager, reported that due to concerns <br />expressed during the April 23, 1996 meeting, both vendors of the system <br />had been asked to provide additional information. After receipt of <br />this information, Mr. Cashwell recommended a contract be awarded to <br />Sprint/Centel for an analog direct line system, with a lump sum cost of <br />$74,450 plus $63 per month. Angela Espinoza and Andrew Tunnell of <br />Sprint/Centel expressed appreciation to the members of Council for <br />providing a second opportunity to bid on the project. In response to <br />a question from Terry Nosse, General Manager of Adelphia Cable, Ms. <br />Espinoza stated Sprint/Centel's proposal was for a dedicated, fiber- <br />optic line which would not pass through a switching system. City <br />Manager Earl B. Reynolds, Jr. recommended funding for the system be <br />provided from the Electric Fund FY 96-97 unexpended fund balance. Upon <br />motion, duly seconded and by unanimous vote, Council approved the <br />system and funding as recommended by the City Administration. <br /> <br />Council agreed to meet on May 23, 1996 at 8:30 A.M. to attempt to reach <br />consensus on a budget for FY 96-97, which could be tentatively adopted <br />for advertising purposes during the May 28, 1996 regular meeting. <br /> <br />Council requested that Mr. Reynolds develop a series of possible budget <br />scenarios to be considered during the May 23rd meeting. <br /> <br />Councilman Oakes requested the Administration provide information <br />regarding the effect of postponing the proposed pay increases contained <br /> <br /> <br />
