MONDAY, MAY 13, 1996 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Monday, May 13, 1996 in the Circuit Courtroom, City Hall, <br />beginning at 10:30 A.M. All members of Council were present: George <br />B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. <br />Gene Teague; and Clyde L. Willjams. <br /> <br />Also present were the following members of the Martinsville City School <br />Board: Judith Matthews, Chairman; Charles W. Davies, Jr.; James H. <br />Johnson, Jr.; and Bernie F. Gray, Jr. <br /> <br />The purpose of the special meeting was to conduct a work session <br />regarding the FY 96-97 School Division budget request and to consider <br />presentations on two School Division proposed capital projects. <br /> <br />The budget work session featured a review of the School Board's <br />proposal by S. Harold Lamm, Superintendent of Schools, as well as a <br />review of the School Division's Technology Budget Request as presented <br />by Larry Morrison, Computer Technology Coordinator. The School Board <br />requested a total budget of $17,090,132, of which the Technology <br />Request comprised $1,364,800. Members of Council and the School Board <br />reviewed the budget request in detail, with particular attention being <br />given to the details of the Technology Budget Request. Councilman <br />Teague circulated a draft proposal for raising the funds needed to <br />improve the School Division's Technology. Included in the proposal <br />were funds from government, parent/teachers groups, the business <br />community, and private donations. Councilman Teague stressed that the <br />proposal was only one possible scenario whereby a plan could be <br />developed to raise funding for technology.
