WEDNESDAY, HAY 8. 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Wednesday, May 8, 1996 in the Council Chamber, City Hall, <br />beginning at 3:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Hark A. Crabtree; M. Gene <br />Teague; and Clyde L. Williams. <br /> <br />The purpose of the special meeting was to continue Council's review of <br />the City Manager's proposed FY 96-97 Budget. Prior to beginning the <br />review, Mayor Adams recognized a group sponsored by Mount Zion A.M.E. <br />Church and led by Becky Dodson, who collected trash on Fayette Street <br />on May 4th. Mayor Adams expressed appreciation to those who <br />participated in the clean-up effort. <br /> <br />Council heard the budget request of the Patrick Henry Development <br />Council (PHDC). Frank Novakowski, Executive Director, requested City <br />funding of $100,000, the same level as FY 95-96. In response to a <br />question from Vice-Mayor Oakes, Mr. Novakowski stated that the PHDC <br />would spend nearly all funds appropriated for FY 95-96. In response to <br />a question from Councilman Crabtree, Mr. Novakowski stated that, <br />although Sprint/Centel had been providing adequate telecommunications <br />service to the community, the community would be better positioned if <br />Sprint/Centel provided Integrated Services Digital Network (ISDN) <br />capability. Also in response to a question from Councilman Crabtree, <br />Mr. Novakowski said a need existed to develop more industrial sites for <br />recruitment of new industries. <br /> <br />Council considered the budget request of the Blue Ridge Regional <br />Library. Ellen Bell, Library Director, requested funding of $263,831. <br /> <br /> <br />
