THURSDAY, APRIL 4, 1996 <br />the project would expand the facility to 228 beds (state-rated capacity <br />- 208 beds), at an additional total cost of $5,500,000, with a local <br />cost Of $4,125,000. <br /> <br />Jim Strollo reviewed the costs of several scenarios whereby the City <br />would not construct additional jail facilities, but would instead <br />continue to house excess prisoners at other facilities. Using a six- <br />year cost projection, it appeared the annual costs to the City would be <br />the least under the plan whereby the 228 beds are constructed. <br /> <br />In response to a question from a member of Council, it was stated that <br />the 100-bed facility would take 16 months to construct and the 228-bed <br />facility would take 18 months to construct. <br /> <br />In response to a question from Mayor Adams, Jim Strollo said he would <br />provide information to Council on recidivism rates for persons <br />incarcerated in this type of jail facility. <br /> <br />Mr. Reynolds noted that if the City wanted to get into the Department <br />of Corrections' funding cycle at the 1997 session of the General <br />Assembly, a number of steps involving D.O.C. review and approval would <br />need to be completed by October, 1996.
