126 <br /> <br />THURSDAY, APRIL 4, 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, April 4, 1996 in Room 200, City Hall, beginning at 11:00 <br />A.M. All members of Council were present: George B. Adams, Jr., <br />Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Williams. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council waived their <br />normal, per-meeting pay for this work session. <br /> <br />The meeting began with a review of the goals and objectives contained <br /> <br />in Council's FY 95-96 <br />document page-by-page <br />initiated or completed. <br /> <br />and <br /> <br />Strategic Plan. Council reviewed the plan <br /> <br /> identified items which were yet to be <br /> Overall, the majority of items contained in <br /> <br />the plan had been either begun or accomplished. <br /> <br />Council next heard a presentation by Strollo Architects on the City <br />Jail expansion project. Present were Jim and Larry Strollo, Tom Rapp, <br />and Anne Power of Anne Power and Associates. The presentation began <br />with Ms. Power providing estimates of inmate population over the next <br />ten years. Ms. Power forecast the City Jail and Prison Farm population <br />for the year 2006 at 212 inmates. Ms. Power's recommendation was that <br />this was a minimum number to be used for planning purposes. <br /> <br />Jim Strollo reviewed several phases of plans for the Municipal Building <br />area. The first phase reviewed was the construction of a 100-bed Jail <br />facility (state rated capacity - 90 beds) located behind the Municipal <br />Building. The total estimated cost of this facility would be <br />$6,620,000, with a local cost of approximately 85,000,000. Phase II of <br /> <br /> <br />
