TUESDAY. MARCH 26. 1996 <br />Council considered adoption, on an emergency basis, of Ordinance No. <br />96-2 repealing Section 4-2 of Chapter 4--Amusements, Article I--In <br />General, related to audit fees for the conduct of bingo and raffle <br />games. Mr. Reynolds noted that since the implementation of audit fees <br />in November, 1994, four agencies have paid $100 each. Two current <br />agencies owe the fee and are requesting that it be waived. The City <br />Attorney advised that only by repealing this Code section can the fees <br />be waived. Mr. Reynolds noted that as of July 1, 1996, localities will <br />not be involved in permitting, auditing, or enforcement of these <br />activities. Instead, these activities will be regulated by the State <br />Charitable Gaming Commission. Upon motion, duly seconded and by <br />unanimous vote, Council adopted the following Ordinance No. 96-2: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled on March 26, 1996, that it does hereby repeal <br />Sec. 4-2 of Chapter 4--Amusements, Article I--In General, of the City <br />Code related to audit fees for the conduct of bingo and raffle games, <br />as follows: <br /> <br />~cc. 4 2. Samc Audit of rcports; fccs. <br /> <br /> Thc rcasonablc audit fcc rcquircd by Scction 18.2 340.7 of thc <br />Codc of Virginia, bc, and it hcrcby is, cstablishcd in an amount equal <br />to, but not to cxcccd, thc actual cost of thc audit if thc audit is <br />conductcd by an indcpcndcnt auditor or accountant, or $50.00 if thc <br />gross rcccipts which thc pcrmittcc rcports pursuant to Scction 18.2 <br />340.6 arc bctwccn $2,000.00 and $5,000.00, $75.00 if said gross <br />rcccipts arc bctwccn $5,000.00 and $10,000.00, and ~100.00 if said <br />gross rcccipts arc in exccss of $10,000.00, if thc audit is conducted <br />by a local official dcsignatcd by thc govcrning body. <br /> <br /> No audit shall bc rcquircd for any rcport filed by an organi <br />zation with gross rcccipts of lcss than $2,000.00 annually. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance become effective immediately upon adoption. <br /> <br />Council established the following schedule for conducting work sessions <br />involving the FY 96-97 Budget: April 24, 12:00 P.M.--Department Heads; <br />May 2, 8:00 A.M.--Outside Agencies; May 8, 3:00 P.M.--Constitutional <br />Officers; May 13, 10:30 A.M.--School Board. <br /> <br /> <br />
