Upon motion, duly <br />seconded and by unanimous vote, Council accepted a total of $31,500 in <br />Federal Funds and S5,250 as Henry County's match and appropriated them <br />to the Police Department's FY 95-96 Budget. <br /> <br />Council considered adoption of a Resolution designating the City <br />Manager as the City's agent to apply for Federal Disaster Assistance <br />for the Blizzard of 1996. Public Works Director Leon Towarnicki stated <br />that as a result of the President's Major Disaster Declaration for the <br />snow storm that occurred January 6-12, 1996, the City is eligible to <br />submit a claim to the Department of Emergency Services--State Public <br />Assistance Office for $18,145.42 in disaster relief. This amount <br />represented expenses relating to the clearance of one lane in each <br />direction of arterial and/or primary streets as well as driveways and <br />other points of access to critical facilities. Upon motion, duly <br />seconded and by unanimous vote, Council adopted the following <br />Resolution: <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />that Earl B. Reynolds, Jr., City Manager, is hereby authorized to <br />execute for and in behalf of the City of Martinsville, a public entity <br />established under the laws of the State of Virginia, this application <br />and to file it in the appropriate State office for the purpose of <br />obtaining certain Federal financial assistance under the Disaster <br />Relief Act (Public Law 288, 93rd Congress) or otherwise available from <br />the President's Disaster Relief Fund. <br /> <br />BE IT FURTHER RESOLVED that Martinsville City Council, a public entity <br />established under the laws of the State of Virginia, hereby authorizes <br />its agent to provide to the State and to the Federal Emergency <br />Management Agency (FEMA) for all matters pertaining to such Federal <br />disaster assistance the assurances and agreements printed on the <br />reverse side hereof. <br /> <br />Council considered approval of the City's Overall Economic Development <br />Program Priority Projects List for 1996.
