- TUESDAY, FEBRUARY 27, 1996 <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, February 27, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. The following members of Council were present: <br />George B. Adams, Jr., Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Williams. Absent was Vice-Mayor L. D. Oakes, who was away <br />from the City. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />February 8 and 13, 1996 as circulated. <br /> <br />Retirement stipends were presented to the following employees: Teddy <br />Ray Largen, Fire Department, 1966-1996, and Johnnie B. Wilson, Water <br />Resources Department, 1984-1996. Also receiving a stipend, but not <br />present, was Bruce A. Parrott, Police Department, 1978-1996. <br /> <br />The Mayor introduced Mike Spence, Member of the Virginia Museum of <br />Natural History Board of Trustees, who introduced Steve Pike, the new <br />Executive Director of the Museum. Mr. Pike expressed appreciation to <br />the community for welcoming him and noted the success of the Museum <br />depends on the support of the community. The Mayor and members of <br />Council expressed appreciation to Mr. Pike for his remarks. <br /> <br />Council considered acceptance and appropriation of grant funding from <br />the Virginia Department of Criminal Justice Services to the Police <br />Department's FY 95-96 Budget. City Manager Earl B. Reynolds, Jr. noted <br />the grant was a joint effort between the City and the Henry County <br />Sheriff's Department and would fund hardware and software to improve <br /> <br /> <br />
