THURSDAY. FEBRUARY 8. 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, February 8, 1996 in Room 200, City Hall, beginning at <br />11:00 A.M. The following members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree; M. Gene Teague; and Clyde L. <br />Williams. Absent was Vice-Mayor L. D. Oakes, who was away from the <br />City. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council waived its <br />normal per-meeting pay for this work session. <br /> <br />City Manager Earl B. Reynolds, Jr. described the purpose of the session <br />was to hear an update on the status of the City's existing <br />infrastructure prior to the upcoming budget sessions. <br /> <br />Leon E. Towarnicki, Director of Public Works, presented an overview of <br />issues involving the Public Works Department. Mr. Towarnicki stated <br />funds were included in the FY 95-96 budget to replace the Municipal <br />Building chiller and to make improvements to the heating and cooling <br />system in the basement of the building. The project is currently on <br />hold pending resolution of the "performance contract" concept. Under <br />the performance contract concept, a vendor would guarantee that savings <br />in energy costs would pay for improvements to a facility over a <br />specified number of years. <br /> <br />Regarding general infrastructure, Mr. Towarnicki reported that a <br />lighting replacement project for City recreational facilities was being <br />planned for FY 96-97. Mr. Towarnicki also stated that bridges <br />throughout the City appear to be in good condition. <br /> <br /> <br />
