TUESDAY, JANUARY 23, 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, January 23, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />January 4 and 9, 1996. <br /> <br />Under Business From the Floor, the following persons commented: (1) <br />Ercell Cowan, City Registrar, invited the members of Council to attend <br />a demonstration of voting equipment by a vendor of the equipment, to be <br />held January 31, 1996 at 1:00 P.M. in the Council Chamber; Ms. Cowan <br />requested purchase of the equipment in the 1996-97 Capital Expenditure <br />Program; and (2) Lafayette Jones, 501 Second Street, commended the <br />Public Works Department for the excellent job done on removing snow <br />from Second Street during the storm of January 6-7, 1996. <br /> <br />Council considered conducting a public hearing on a request by <br />Theofilos Balabanis to rezone Lot 4R at 112 Maple Street from R-6 <br />Residential to C-1A Commercial. Wayne Knox, Planning, Zoning and <br />Housing Manager, noted the Planning Commission had unanimously voted to <br />recommend approval of the rezoning. There being no comments from <br />persons present on this matter, Mayor Adams declared the public hearing <br />closed. Upon motion, duly seconded and by unanimous vote, Council <br />adopted the following Ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br /> <br /> <br />
