THURSDAY, JANUARY 4, 1996 <br />A special and duly-called meeting. of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, January 4, 1995 at the Sara Lee Knit Products Training <br />Center, Cleveland Avenue, beginning at 9:00 A.M. All members of <br />Council were present: George B. Adams, Jr., Mayor; L. D. Oakes, Vice- <br />Mayor; Mark A. Crabtree; M. Gene Teague; and Clyde L. Willjams. <br /> <br />Also in attendance were the members of the Martinsville City School <br />Board: Judith Matthews, Chairman; William A. Shackleford, Sr., Vice- <br />Chairman; Charles W. Davies, Jr.; Bernie F. Gray, Jr.; and James H. <br />Johnnson, Jr. <br /> <br />Joining the School Board and Council for this meeting were Delegate <br />Ward Armstrong and Senator Virgil H. Goode, Jr. <br /> <br />After the invocation, followed by Mayor Adams cordial welcome to <br />visitors present, the Mayor and the School Board Chairman individually <br />called the meeting to order. <br /> <br />The meeting began with a summary of the 1996 Legislative Program as <br />presented by City Manager Earl B. Reynolds, Jr. and School <br />Superintendent S. Harold Lamm. Among the issues highlighted by Mr. <br />Reynolds were adult/juvenile detention facilities and programs, social <br />services, new accounting standards for public employee retirement <br />plans, transportation needs, maintenance of local taxing authority <br />(BPOL), the Urban Partnership, and amending the Virginia Procurement <br />Act to allow design-build and construction management contracts to be <br />used by localities. School Superintendent Lamm reviewed in detail <br />written positions of the School Board on a number of legislative <br /> <br /> <br />
