THURSDAY, DECEMBER 7, 1995

Towarnicki, Director of Public Works. Mr. Towarnicki stated the
purpose of this report was mainly to provide information which had been
gathered regarding potential remedies for the system of drainage pipes
located beneath the Landfill, which are in need of repairto prevent
infiltration and which may need to be strengthened in order to
accommodate the weight of additional refuse. Mr. Taylor reviewed the
filling plans for the Landfill, which provided for a lifespan through
the end of 1998 without putting additional stress on the main 72-inch
pipe which carries Jones Creek underneath the Landfill. If the main
drainage pipe is strengthened and all space in the Landfill is
maximized, the Landfill could have an additional life of 18.5 years.

Mr. Taylor reviewed the various options for dealing with the pipe
system and the estimated costs for each option. There was much
discussion regarding these issues. It was the consensus of those
present that a more detailed cost estimate would be obtained on the
construction of a bypass tunnel to carry the water which is presently
flowing through the 72-inch pipe. It was also agreed that other
options for diverting the water from the smaller pipes would be
explored. City Manager Earl B. Reynolds, Jr. stated the Staff's goal
was to provide further information to Council at its March, 1996 work
session.

There being no other business to consider, Mayor Adams declared the
meeting adjourned.

Lance G.
