THURSDAY, DECEMBER 7, 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, December 7, 1995 in Room 200, City Hall, beginning at <br />11:00 A.M. All members of Council were present: George B. Adams, Jr., <br />Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Williams. <br /> <br />Upon motion, duly seconded and by unanimous vote, the members of <br />Council agreed to waive their normal, per-meeting pay for this special <br />work session. <br /> <br />Council heard an update on the activities of the Martinsville Uptown <br />Revitalization Association. Gail Mitchell and Edie Reed, Uptown Board <br />members, were present to make the report. Ms. Mitchell expressed <br />appreciation to Council for the City's financial support of the <br />organization and reported that the Board had held its first long-range <br />planning session. Ms. Mitchell stated the Board had reorganized itself <br />into four basic committees, in line with the Main Street model: <br />design, organization, promotion, and economic restructuring. Ms. <br />Mitchell reviewed the activities to be undertaken by each committee, <br />noting the timelines which had been established for each. It was noted <br />the Board had hired a new Executive Director, Ms. Krista Vannoy. The <br />members of Council expressed appreciation to Ms. Reed and Ms. Mitchell <br />'for their work on behalf of the Uptown. <br /> <br />Council then heard a report on the City's Landfill. Mark Taylor of <br />Joyce Engineering, the City's solid waste consultants, was present to <br />make the report and to respond to questions from the members of <br />Council.
