TUESDAY, NOVEMBER 28, 1995 <br />Baker, Building Official, made a presentation describing the problems <br />regarding property maintenance, removal of nuisances, and inoperative <br />motor vehicles which the three Ordinances are designed to address. The <br />proposed effective date of all of the Ordinances is January 1, 1996. <br />Mr. Baker stated the staff had held one informational meeting on the <br />Ordinances and planned three additional meetings during December, 1995 <br />to attempt to inform the public regarding the Ordinances. The Mayor <br />declared the public hearing open. The following comments were made: <br />(1) Robert Horns, of Neway Realty, expressed support for the Ordinance, <br />stating that prospective businesses or industries are disappointed in <br />the visual aspects of the community; Mr. Horns expressed support for <br />County adoption of similar measures; (2) in response to a question from <br />Lafayette Jones, 501 Second Street, the Mayor stated the proposed <br />Ordinance would apply to the old R. P. Thomas trucking terminal <br />property on Fayette Street, as well as to all other buildings in the <br />City; and (3) Bruce Dallas, 211 Massey Street, J. B. Travis, 401 Fifth <br />Street, and Thelma Pinkard, 208 Park Street, all expressed support for <br />the Ordinance. There being no other persons wishing to speak, the <br />Mayor declared the public hearing closed. Upon motion, duly seconded <br />and by unanimous vote, Council approved the Ordinance on first reading. <br />In response to a question from Bob Pinkard, 208 Park Street, City <br />Attorney David B. Worthy summarized the status of the suit to sell the <br />old Hospital property on Starling Avenue. Mr. Worthy speculated the <br />property would probably be appraised at a negative value, thereby <br />allowing an individual to obtain it for 81, or in the event no one <br />expresses interest in obtaining the property, Council will need to <br />decide whether the City should obtain the property. <br /> <br />Council conducted a public hearing on Ordinance No. 95-11 to amend the <br /> <br /> <br />
