TUESDAY, NOVEMBER 28, 1995
Baker, Building Official, made a presentation describing the problems
regarding property maintenance, removal of nuisances, and inoperative
motor vehicles which the three Ordinances are designed to address. The
proposed effective date of all of the Ordinances is January 1, 1996.
Mr. Baker stated the staff had held one informational meeting on the
Ordinances and planned three additional meetings during December, 1995
to attempt to inform the public regarding the Ordinances. Travis, 401 Fifth
Street, and Thelma Pinkard, 208 Park Street, all expressed support for
the Ordinance. There being no other persons wishing to speak, the
Mayor declared the public hearing closed. Upon motion, duly seconded
and by unanimous vote, Council approved the Ordinance on first reading.
In response to a question from Bob Pinkard, 208 Park Street, City
Attorney David B. Worthy summarized the status of the suit to sell the
old Hospital property on Starling Avenue. Mr. Worthy speculated the
property would probably be appraised at a negative value, thereby
allowing an individual to obtain it for 81, or in the event no one
expresses interest in obtaining the property, Council will need to
decide whether the City should obtain the property.

Council conducted a public hearing on Ordinance No. 95-11 to amend the
