MONDAY, NOVEMBER 13. 1995 the power outages over the November 11-12 period were mainly due to large trees falling in remote locations; (2) Councilman Crabtree commended the Piedmont Arts Association for the concert held on November 12 featuring the Harlem Boys Choir; (3) Councilman Williams commended the City Staff for timely submittal of reports to the Virginia Municipal Group Self-Insurance Association; (4) Mayor Adams reported on the most recent meeting of the Urban Partnership, which dealt with legislative issues; and (5) in response to an inquiry from Mayor Adams, it was noted the City's Noise Ordinance was undergoing review in order to clarify certain sections. In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded and by unanimous recorded vote, Council convened into Executive Session for the purpose of discussing the following matters: (1) the possible acquisition of property, as authorized by Subsection 3; (2) the possible disposition of City-owned property, as authorized by Subsection 3; (3) consultation with legal counsel, as authorized by Subsection 7; (4) consultation with legal counsel, as authorized by Subsection 7; and (5) consultation with legal counsel, as authorized by Subsection 7. At the conclusion of this Executive Session, each member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those business matters identified in the motion convening the Executive Session were heard, discussed or considered during said Session. No action was taken regarding items 1, 3, 4, and 5 discussed in Executive Session.
