48 <br /> <br />MONDAY. NOVEMBER 13, 1995 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was <br />held Monday, November 13, 1995 in the Council Chamber, City Hall, <br />b~ginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its October 24 and <br />November 2, 1995 meetings as circulated. <br /> <br />A retirement stipend was presented to Ernest V. Hiatt (who was not <br />present), Water Resources Department, Wastewater Plant Operator I, <br />1981-95. <br /> <br />Council recognized the following individuals for service on Boards and <br />Commissions: Norman S. Goode, Industrial Development Authority, 1991- <br />95 (who was not present); and Rayford B. Smith, Board of Zoning <br />Appeals, 1980-95 (who was present). <br /> <br />Under Business From the Floor, Pauline Lawson, 806 Parkview Avenue, <br />distributed photographs of a dilapidated property located at 1506 E. <br />Church Street and asked what could be done about the situation. The <br />Mayor noted Council would be setting public hearings on proposed <br />ordinances at this meeting which would assist the City in dealing with <br />issues involving the maintenance of private property. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />transfer from the Electric Fund unexpended fund balance to the General <br /> <br /> <br />
